In #18 we propose to have a user-facing page for each city instance. This has to be configurable by the moderator, so they can use it for promotion. e.g. they need to be able to configure the city name.

write city name to db. City names have to be unique.
settings form to enter city name
show city name on /settings and /city templates
redirect all /city/asdf without corresponding asdf city to propaganda.tpl
