CSipSimple: add maintainer note about possible new upstream repo location

Right now we shouldn't update the urls as https://github.com/r3gis3r/CSipSimple
clearly states:

"CSipSimple Mirror (no pull-requests here)".

So its not the official upstream location. Therefore, only add a maintainer's
note.
