Osmand~ is the generic name for builds of Osmand not done by the developers though F-droid of course tries to be as faithful as possible to release builds. Prior to v0.8.1 native code isn't used, causing the apk to be quite smaller. The use of native code should speed up vector map rendering, but if it causes problems it can easily be disable in settings
