Botbrew Basil: Elaborate summary and description.

Summary of "Alternative package management" doesn't say anything at all.
It's all about Debian package management (with batteries included), and
cannot be simplified beyond that. Start description with giving user a
context what Botbrew Basil is, and only then switch to diffs from previous
version and extra details (which are extended based on my hacking with it).
Spray in wiki links generously.
