Re-add changelog uri and re-enable test builds on org.fdroid.fdroid

Changelog uri is fine. Ciaran just forgot to tag the 0.50 post under "news".

No other test builds have ever been disabled. I don't see why these should be
any different, and there's no explanation about that in the commit
description.
