Add MAPS.ME app

This is an unofficial fork without proprietary dependencies and user tracking.

Note that this project requires Qt 5 (`qmake` must be in `$PATH`) and 5.3 GB of disk space to build.

`scanignore` lists several files that contain data, not code.
