use https to access google code svn repos

SVN does not provide the same level of security as git, so it is more
important that SVN is accessed using https.

Another sourceforge repository url change; we should probably audit all
the ones that we have. So the source code for the current version is in
this repository and a BV for 3.8 has been added.
Also use NSS: for a few other apps.
