[Network Monitor] Add the ca.rmen.android.networkmonitor app Submitting the Network Monitor app. This app exists on the play store with version 1.18.0: https://play.google.com/store/apps/details?id=ca.rmen.android.networkmonitor The version on the play store has additional functionality: it uses Google Play Services to get accurate location info. The version submitted here (1.18.1) doesn't use the Google Play Services library: the foss flavor doesn't include that library and related functionality.
